BIOGRAPHY
Martin Geoghegan has lectured in the Dept. of Applied Social Studies since 2000. His primary research and teaching interests are in civil society, social movements, social partnership, governance and youth policy. He is currently co-Principal Investigator with Prof. Fred Powell on a three year (2008-2011) Irish Research Council for the Humanities and Social Sciences Thematic Grant Scheme on a project entitled Civil society, youth and youth policy in modern Ireland.
Martin is heavily involved in PhD education. He is the Director the PhD (Social Science) which is an inter-departmental (Applied Social Studies, Sociology and Government) and inter-disciplinary structured PhD programme. Martin is currently supervising three PhD students, delivers PhD seminars, has contributed to the PhD generic skills programme of the College of Arts, Celtic Studies and Social Sciences' Graduate School and this year contributed to the UCC Summer School in Theory and Philosophy for the Arts, Humanities and Social Sciences (see www.tapss.ie).
Research Interests
My research is in the area of civil society, as seen thorough the various conceptual optics available to us in sociology, social policy, social theory and political philosophy. Often the analysis of civil society is located in one of these disciplinary areas. My strategy (and contribution to the discipline) is to develop analyses that bring together these various discourses in order to enable us to gain new and innovative ways of viewing the notion of civil society, with the aim of breaking down artificial distinctions between, for example, “voluntary work”, “social movements”, “the third sector” etc. As an example of this work, I have recently submitted my PhD thesis on the phenomenon of ‘second generation’ community development in Ireland. Over the past three or so decades, it has become one of the primary forms through which Irish citizens who are experiencing social exclusion engage with the state, and try to address their concerns through active citizenship. The subject was therefore an ideal case study of how civil society and the state interact in an advanced liberal democracy: thereby theoretically straddling how civil society actors understand themselves (sociological theory); how the state structures the policy domain in which subsequent action takes place (social policy and social theory); and how the term ‘civil society’ is invoked by multiple actors in a range of implicit and explicit normative political discourses with material outcomes (political philosophy).
Current trends indicate that future research funding will be contingent on the development of inter-disciplinary, inter-departmental, and inter-institutional collaboration. This entails developing research networks that are positioned to take advantage of this turn in the social sciences. It is my intention to build on this multi-disciplinary approach to the study of civil society in future research. As an example, I am currently working on a IRCHSS funded Thematic Research Grant study entitled Civil society, youth and youth policy in modern Ireland with my colleague Prof. Fred Powell, housed within the Institute for Social Science in the 21st Century. This project will run until 2011, and will culminate in a book, as well as giving rise to several international peer-reviewed journal articles. This too is an inter-disciplinary study, following in format, methodology and structure from our well-received book The Politics of Community Development (2004). The research will explore the role played by youth organisations in civil society and their impact on Irish society; the role played by the state through social policy in relation to young people (‘youth policy’); and a contemporary survey of the socio-economic scope of youth work as a burgeoning professional activity.
I also intend to continue to develop other research networks that look at international aspects of civil society, and have recently contributed to the development of a research network (under the NORFACE initiative) with colleagues in the UK, Germany and Iceland in relation to Chinese diasporic active citizenship within civil society across Europe. This is in addition to other networks I have formed and take part in (from previous FP6, EUROCORES and various other research applications). I also am an active participant in the Irish Social Sciences Platform (ISSP) in my role as Manager of the new structured PhD (Social Science) and intend to contribute to the development of the sustainable communities research strand within this national partnership.

This book was – and remains – the only book length investigation of the phenomenon of ‘community development’ in Ireland. It contains a history of community development, a policy analysis of community development, as well as the only national survey of community workers ever undertaken in Ireland. It has been welcomed nationally and internationally (see Clarke quote, above), and is used as a core text on many community development courses, evidenced by the regular requests we still receive (some four years after publication) for copies by course leaders across Ireland and beyond. Additionally, many community and statutory agencies have quoted it, and it therefore seems to have contributed positively to the self-understanding of these groups in both policy and sociological terms.
Beyond its pragmatic use, the study was the first in Ireland to initially bridge the theoretical gap between “third sector, voluntary” analyses and “social movement” analyses of active citizenship. In point of fact, this publication was one year ahead of what has become a seminal paper by Hasenfeld and Gidron (2005) which theorised this position in the influential Journal of Civil Society.

The series of social policy books published by UCD Press over recent years have become core texts in every University in Ireland. The chapter I wrote with my colleague for this book was used as chapter two (following the editor’s opening chapter) as a means of contextualising subsequent material on education, immigration, sustainable development, health promotion, family policy and childcare. The chapter had national and international reach, and it was an honour to be placed in the opening “context” part of this very well received, high quality, publication.

This article, in the internationally renowned journal, the Community Development Journal, theorised community development in terms of its political import, in these internationally politically turbulent times. It posed a fundamental question about how active citizenship in civil society could be aligned, and theorised three different normative positions, achieved through the use of a classical political concept – the agora – recently brought back into policy discourse by Zygmunt Baumann.
