Research Profile

Fiona Dukelow

Biography

Fiona Dukelow is a senior lecturer in social policy and research associate with the Institute for Social Science in the 21st Century.  She was the Programme Director of the Bachelor of Social Science degree between 2018 and 2023. During this time she also co-ordinated the final year of the programme. She is also co-academic director of the Adult Continuing Education Diploma in Environment, Climate and Sustainability.

She is the co-author with Mairéad Considine of a key text on Irish social policy Irish Social Policy: A Critical Introduction (2nd ed., Policy Press, 2017) and has co-edited several books and journal special issues. These include a themed issue of Critical Social Policy (2018) co-edited with Patricia Kennett on States of Neoliberalism, Power and Resistance in Post-Crisis Societies and a themed section of Social Policy and Society (2022) co-edited with Joe Whelan and Robert Bolton on Interrogating Welfare Stigma: dynamics of (re)production, experience and resistance in the welfare state.  Research on eco-social policy includes an article with Mary P. Murphy (2022), Building the Future from the Present: imagining post-growth, post-productivist social policy for the 50th anniversary issue of the Journal of Social Policy.  Together with colleagues Órla O'Donovan, Rosie Meade  and Heather Laird she is series editor of Síreacht  published by Cork University Press.

Her recent research has focused on two areas: the lived experience of welfare reform in the context of austerity and in the context of the Covid-19 pandemic; and eco-social policy, particularly from a post-growth perspective.  This builds on long-standing interests in the areas of activation and social protection policy, as well as on austerity and neoliberalism. Projects in these areas include:

In Transit? (2022-2023) A collaborative project with Dr Joe Whelan (TCD), Dr Margaret Scanlon (ISS21) and One Family.  This looked at lone parents’ experience of a new activation payment in the Irish welfare system, Jobseeker’s Transitional Payment, and was funded by the Irish Research Council.

A baseline review of climate and environmental policy in Ireland for the National Women's Council and Community Work Ireland's project on Feminist Communities for Climate Justice (2023-2024). Research undertaken with Dr Catherine Forde and Edith Busteed.

Education First? (2023-2024)
A collaborative project with Dr Margaret Scanlon, Dr Joe Whelan (TCD) and One Family, funded by the Irish Research Council.  It looks at the experiences of lone parents in higher education and what can be done to progress an 'education first' in contrast to a 'work first' model of support.

She is chair of the editorial board of the Journal of International and Comparative Social Policy and a founding and steering group of the newly formed All Island Social Security Network (AISSN), looking at the future of the social security system in the North and South of Ireland.  She is also a member of the Sustainable Welfare and Eco-Social Policy network.

She has supervised a number of PhDs to completion and is open to supervising students in any area of relevance to her research interests and publication profile.
