Biography
Academic Profile: Dr Carmel Halton occupies a number of Director roles: Director of the Masters of Social Work Program & Postgraduate Diploma in Social Work Studies (2011-present); Director of Practice (1999-present) and Director of the MA/ Postgraduate Diploma in Advanced Fieldwork Practice and Supervision (2001-present). Her career at UCC spans a period of over 30 years. In 1999 she was appointed full time College Lecturer. Between 1996 and 1999 she occupied a job sharing /part time College Lecturer position. Throughout her academic career Dr Halton has been engaged in all academic related activities including teaching, program administration, research, publishing and civic engagement. As an academic and professional social work educator she has always been committed to delivering on the connected curriculum, as set out in the UCC Academic Strategy 2018-2022.Social work is an applied, practical activity that requires students not only to acquire the necesary knowledge, skills and values to work with vulnerable populations they must also demonstrate capacity and competency to apply the knowledge, skills and values learned inthe classroom in their fieldwork placements. Developing educational opportunitiese for students, which are research informed and involve teaching strategies that draw on creative and experiential pedagogies are essential. A key focus of Dr Halton's work is to uphold excellent academic, research and professional standards in all aspects of her work. A primary objective is to ensure that UCC social work graduates are skilled and ethical professionals, competent researchers and engaged citizens. The MSW program, sets out to produce graduates who are ready and willing not only to serve but to champion and advocate for the needs of the vulnerable people and challenged communities with whom they work. Teaching: Responsibilities include all aspects of curriculum design, development and program delivery in the School. Dr Halton uses a full range of pedagogical methods and modes of assessment in her teaching. Excellence in teaching and related research has been acknowledged in Dr Halton's receipt of 2 UCC Presidents Awards for excellence in the Scholarship of Teaching [2008] and for excellence in Reseach on Innovative Forms of Teaching [2002]. Specialised subject areas include; social work theory, practice skills, research methods, continuous professional development (CPD), reflective practice, professional supervision, practice teaching, Probation, criminal justice policy and youth justice. Administration: Since her appointment in 1999 as Director of Practice she has been engaged in all administrative duties associated with the post. She has been the line manager for the Fieldwork Co Coordinator who has responsibility for seeking 150 social work placements per annum. As placements form a critical element of all social work programs [50% of students time is spent on placement] this is an onerous administrative responsibility. As Director of Practice, Dr Halton has demonstrated her commitment to developing programs and strategies that encourage professionals to take students on placement and also serve to bridge the traditional divides between the Academy and the Field, between academics and professional practitioners and between theory and practice. Since 2001 she has developed and continues to be Director of a number of programs that engage professional social workers in academic learning, practitioner research and CPD initiatives; MA [2008] and Postgraduate Diploma in Advanced Fieldwork Practice[2001--] MA in Research by portfolio [2006--]. She was instrumental in designing and progressing the first and only PhD in Social Work in Ireland, ensuring the provision of a full suite suite of social work program provision in the School. She has contributed to the curriculum design of the PhD and is currently a lecturer and supervisor on the program [2012--]. In 2011, Dr Halton was appointed Director of the Master of Social Work Program, while continuing to hold the post of Director of Practice. She has led MSW Program with her colleagues on the MSW team to its current status as the second largest and most popular professional Masters degree program in CACSSS. The MSW program and MSW team members have achieved International recognition not only as researchers and academics but as committed professionals and active members of UCC and civil society. Dr Halton has led the program and its team through many successful validation processes formerly with the National Social Work Qualifications Board [NSWQB] and more recently with the Social Care Regulation Authority [CORU]. Research: Social and Economic Analysis of the use of Legal Services [SEALS] 2014- 2018 In 2014, Dr Halton was successful in her application to the IRC for funding to undertake research in the area of child protection and welfare social work. As PI she led the SEALS research project culminating in the publication a comprehensive report in 2018 and the dissemination of results to diverse audiences. There are currently 2 journal articles in preparation, one awaiting publication and 3 Conference Abstract submissions under review, these activities are intended to progress the on-going dissemination of the SEALS research findings, ultimately to inform public debate and to progress changes in child protection policy and practice. The findings have been presented internally to TUSLA management. Preliminary findings were presented in an oral paper in 2017 at the 6th National Child Protection and Welfare Forum in UCC. 2010-2014 Continuing Professional Development in Social Work Dr Halton was a joint applicant with Professor Powell of 100,000 Euro from the Department of Health. Together with Dr. Margaret Scanlon they undertook and completed a National survey on Continuing Professional Development in Social Work. The research was published in a book in 2014 by Policy Press. The title of the book is ‘Continuing Professional Development in Social Work’. The CPD research has informed IASW and CORU deliberations on future planning to deliver on the training and education needs of social work professionals. The findings have also informed debate on the design and development of CPD and post qualifying programs in social work. This research has resulted in the establishment of a number of national CPD events and it has helped to stimulate professionals to take action in seeking out opportunities for CPD and ongoing professional development. Researching Reflection in Professional Practice: Research activities span a broad range of related educational, academic, practice and professional areas. Social workers are currently employed in voluntary and statutory agencies, where the dominant managerial culture can conflict with efforts to promote a more reflective working environment. Currently, Dr Halton is engaged in establishing a number of reflective practice supervision/support groups across a variety of social work practice contexts i.e. Probation, Child Protection, Mental Health. She is currently planning to engage practitioners in collaborative research to ascertain the practice outcomes of reflective engagement by professionals in the workplace. Dr Halton is a research member of ISS21, a member of the youth justice cluster group and a cluster leader for the cluster Educating for the Professions’. The establishment of the research cluster led on directly from her interest in professional education, specifically her interest in progressing her knowledge and understanding of educating for professional practice. The cluster members include professional groups i.e. teachers, occupational therapists, doctors, economists, art historians and counselling psychologists all of whom work in applied professions. The cluster provides a forum where the challenges of ‘bridging the gaps’ between classroom teaching and practice learning, between knowledge acquisition and its application in practice can be systematically examined. In this Cluster teaching and learning pedagogies have been shared, discussed and explored. The cluster provided both a challenging and developmental forum for all involved. A NAIRTL publication arose from the cluster in 2017, ‘Learning Over Time: How Professionals Learn Know and Use Knowledge’. The publication was jointly edited by Dr Halton and her colleague Professor Nona Lyon and includes papers from cluster members on their research into teaching and learning in their respective professions. Over many years Dr Halton has been researching and writing on reflective inquiry with an international colleague, Professor Nona Lyons. As a leading social work educator and academic she has researched and published in areas of professional education, including curriculum design and assessment in social work education and practice teaching. Her interest in embedding 'reflective inquiry' and 'reflective practice' in the teaching and learning pedagogy of professional social work programs has ultimately led her to research and publish on the process and outcomes of students and professionals engagement in reflective inquiry. Her expertise and reputation for championing reflective inquiry in professional practice has resulted in invitations to present keynote lectures at conferences and to facilitate workshops and seminars to a number of social care professional groups’ e.g. Occupational Therapy, Physiotherapy, Speech and Language Therapy. She continues to design and enact research projects that are linked to her interest in researching the learning outcomes of reflective inquiry. Journal Reviewer Dr Halton is a reviewer for the Child and Family Social Work Journal, Qualitative Research Journal and the British Journal of Social Work. She was a member of the Editorial Board of the Social Work Education the International Journal [2009-2014] and is currently a reviewer for this journal. She serves on the Advisory Board of the Irish Probation Journal and is a reviewer for the journal. Funding/Grants In support of her research and academic work, Dr Halton has been a recipient of grants from a variety of funding sources i.e. IRC, IRCHSS, Dept. of Health, CACSSS, NAIRTL and the National Forum for Teaching and Learning. Currently Dr Halton is preparing funding applications for the National Forum for Teaching and Learning to further develop her research on reflection in social work education and in professional practice. She intends to link the funding applications to the ISS21 ‘Educating for the Professions Cluster’. 1) The first research project will address the question ‘Does reflective inquiry, when used as a teaching pedagogy, help to progress the integration and application of theory in professional practice?’ 2) The second research project will follow on from her previous published research into ‘placement portfolio’ as a method of practice assessment for fieldwork placement on a professional social work program. As a former probation officer, Dr Halton's M Soc Sc and PhD theses focused on areas of probation, crime and deviance. In recent years she has been engaged with probation officers providing training and CPD events that support reflective practice and reflective inquiry in probation practice. Over many years, Dr Halton has engaged probation officers in the design and delivery of elements of the Probation Module. She is currently engaged in actions to promote and progress fieldwork placements and practice teaching in the Probation Service at regional and national levels. Examining and Supervision: Throughout her academic career Dr Halton has been engaged in research supervision for over 200+ undergraduate, graduate, and postgraduate students. Currently, with the introduction of the PhD in Social Work [2014], she is engaged in co- supervising 3 PhDs students. 1PhD in social work students is due to graduate in 2019, this student will be in the first cohort of graduates of the PhD in Social Work. Dr Halton is co supervising a 3rd year Doc Soc Sc student who is currently on leave of absence. She is also supervising a final year PhD student who has taken leave. Dr Halton is currently internal examiner for a PhD student in the School. In addition she has acted as External Examiner for 2 PhD students in Sligo IT and 1 PhD in NUIG and she has also acted as an internal examiner for 2 Doctorate students in the School. Dr Halton is currently acting as External Examiner in Goldsmith College London and Limerick Institute of Technology. Contribution to University: She was on the first university advisory 'Fitness to Practise' policy development committee and was a member of Academic Council. Current University committee membership includes 1) Fitness to Practise Committee 2) CPD Directorate 3) Promotions and Establishments Committee. As a member of the CPD Directorate Dr Halton is working with colleagues in the School, CACSSS and ACE to promote and develop greater opportunities for CPD within the College and between various the Colleges in the University. Contribution to the School of Applied Social Studies: Dr Halton is an active member of the School management team and has contributed at all levels to progress its reputation both in UCC and in the wider National and International Community. She has acted as Head of School for short periods. She has at various times acted as both Chair and member of all School Committees. Currently, she is a member of the School Council, the Finance Committee and Chair of the School Fitness to Practise Committee. Academic responsibilities span all areas of curriculum design, development and assessment across the professional social work programs i.e. BSW, MSW, MSoc Sc (by portfolio), PhD in Social Work and the MA and Postgraduate Diploma in Advanced Fieldwork Practice and Supervision (Social Work) . She is currently Chair of the Practice Unit, the Practice Advisory Board, the Placement Allocation Committee, Fitness to Practise Committee and the Placement Redress Committee. She was a co-founder of the Practice Development Unit, the School Research Committee, and the Social Work Journal club. Dr Halton has been actively involved with the organisation and presentation of quality review inspections in the School. Contribution to the Professional and Academic Community: A former member of many NSWQB Assessment and Accreditation panels and of the CORU 'non-national' committee. Dr Halton was the nationally elected social work education representative on the CORU Statutory Social Work Registration Board [2013-2018]. She has advised the CORU Professional Education Committee on social work curriculum issues and has advised also on the design of professionals CPD portfolio. She has led a number of successful professional program accreditations in the School and has also been involved with external accreditation panels in other universities. She was Chair of the first School Quality Review Committee and Rapporteur on quality review panels for other Schools and Departments across the University. In addition, she participated as an external reviewer in quality reviews in other 3rd level institutions. Over the span of her career she has been actively engaged with the management and social work staff in voluntary and public service agencies progressing partnership agendas with the School of Applied Social Studies in research, continuing professional development (CPD) and social work education and training. Forging links between the School, the University, professionals, professional agencies and service users is a primary endeavour.Civic Engagement: The mission of UCC is to promote, develop and sustain active engagement between the university and the wider community. Some activities include: 2010-Present: Dr Halton has been a member of the Castleyhyde Trust, a voluntary body that was set up to research the needs of people with intellectual disabilities in the North Cork area, its mission is to provide appropriate community based services that are responsive to identified needs in this area. Through her voluntary association with the TOMAR Trust she was successful in acquiring ongoing funding for annual scholarships to support participants on the UCC Certificate in Contemporary Living. 2008-Present: She is a member of the Fermoy Enterprise Board the mission of which is to progress opportunities for employment and enterprise in the region. As a professional and member of the Board, Dr Halton is very familiar with the challenges presented in the region to individuals and families who have fallen victim to unemployment, poverty, debt, ill health and addiction. The Board works at a local and political level to lobby for change and for the promotion of more and better employment and educational opportunities for more marginalised citizens in our communities. The Board has achieved many successes over the years. 1986 -1999: Dr Halton was a founding member of a local Community Resource Centre and the local Citizens Information Centre, which remain active and vibrant today. Once again these bodies engage volunteers to help promote social justice and to help progress the rights and entitlements of all citizens, they accomplish their objectives by providing knowledge and information that will help to progress issues of equity and justice for all in the community. 1990—2013: Dr Halton was an active member of the Board of Management of a local national school. The Board worked to develop inclusive educational policies and practices that not only served to safeguard and protect students but also helped to promote better educational engagement and learning outcomes for students who can experience various educational and social challenges.
Research Interests
Dr Halton's research interests are in the areas of offending, social work education and practice, professional supervision, professional peer support in social work and CPD. In social work education, her research activities have focused on researching the application of reflective teaching and learning within professional and post qualifying social work education programs. In 2016 she was successful in an application to the IRC to undertake a research project. She is working with TUSLA on a two year research project that involves a social and economic analysis of the use of legal services in TUSLA [SEALS].
Current research activities include:
2016: A comparative research initiative on health and social care professionals’ engagement with CPD initiatives.
2016: Commence a 2 year social and economic analysis of the use of legal services in TUSLA [SEALS]
2016: Undertaking research into the learning experiences of MA graduates and their use of reflective learning tools on a MA programme. This research paper is due to be presented as the European Social Work Research Conference in Lisbon in March 2016.
2016: Completing research with colleagues on the use by professional field work educators of a variety of assessment tools when completing assessments of social work students on fieldwork placement.
2013 and 2014: Successful in funding applications for 2 National Seminar Series on Teaching and Learning. A research exercise with graduates of the Postgraduate Diploma in Advanced Fieldwork Practice and Supervision (Social Work). This research has been part funded by NAIRTL. The research focuses on tracking the experiences of course participants in relation to various approaches to teaching and learning that are utilised on the program.
An on-going research and practice project that is being undertaken with colleagues involves the establishment of peer support groups with social workers and team leaders working in the HSE. This research is similar to a previous research project undertaken with hospital based social workers in 2006.
2013/14 Dr Halton's research set out to identify the continuing professional development needs (CPD) of social workers in Ireland, a topic of considerable importance in Ireland, where the registration of social workers has been mandated (2011). Dr Halton has in association with colleagues Professor F.W. Powell and Dr Margaret Scanlon completed a national survey of social workers on their experiences of continuous professional development (CPD) in their places of employment. The work has been published by Policy Press; related publications are currently being drafted.
Dr Halton is currently developing a book/ set of articles with Professor Nona Lyons in the USA, that sets out to interrogate professionals experiences of learning over time and to document the meta cognitive processes of their coming to know and understand in professional education and into professional practice.
Educational research activities completed in recent years include a series of studies that tracked the experiences of students on the UCC MSW program, with follow up data collected as they moved out into employment, and six years post-qualification. An action research project on the use by social workers, in a hospital setting, of reflective tools in peer supervision groups. The findings from these studies have been presented at numerous national and international conferences and published in peer-reviewed journal articles.

Teaching Activities
Teaching Interests
As a social work educator, a primary obligation is to ensure that social work students, on graduation, have achieved a level of competence necessary to enter the professional world. The challenge for me as an educator is not only to impart knowledge but also to ensure that students have a good understanding of the material and that they are prepared to demonstrate how they use knowledge in their professional practice. I support the view that students learn best 'by doing'. In this regard I have worked over many years to develop appropriate teaching and assessment tools and to improve my teaching practices. In constructing a philosophy of teaching and learning, I have been guided by the work of important writers in the field, Dewey (1933), Schon (1983), Kolb, (1984), Fook (2002) and Race (2007). Their advocacy of a more inclusive, experiential and integrated approach to teaching and learning, as represented in reflective practice, supports my teaching philosophy, which is student centred and incorporates aspects of students’ prior learning. The explicit acknowledgement and valuing of students’ prior learning is key to my work as a social work educator, and it aligns with the interactive approach to teaching and learning that I adopt in the classroom. I employ the Kolb cycle in the classroom to promote a more experiential learning environment, incorporating aspects of doing, reviewing, feedback and revision (Kolb,1984) Kolb’s framework is congruent with the promotion of a more reflective pedagogy and is supportive of engaging the different learning styles of students. Inviting students to continually reflect and critically assess their practice is an educational imperative (Fook, 2002) and my teaching practices are firmly grounded in this belief.
I invite students to participate in class, using learning material that assists and promotes their participation. I have developed numerous case studies, role plays and small group discussion guides that help to further students’ reflective engagement and that promote the application of knowledge in situations of practice. Feedback forms a critical part of the reflective learning agenda. Students receive verbal and written feedback from me and they are encouraged to invite feedback from their peers. Critical reflection is supported by reflective journal writing. Students are required to write in their reflective journals and they are invited and supported to share their written reflections in class and in tutorials. The underlying belief is that students will come to a deeper knowledge and understanding of theory and its application in practice through the process of writing, reading, reviewing and revising; the feedback loop that is encouraged in reflective inquiry and promoted by Kolb (1984). Problem based learning, supported by written assignments i.e. portfolios, learning journals, critical incident analysis are all essential to developing a more reflective pedagogy. Role play, small group teaching, classroom discussion contribute to the formation of an experiential learning environment, where students are encouraged to take responsibility for their learning. The concept of critical friends is developed and promoted in the classroom and is progressed on into the fieldwork placement.
In the School I have developed the concept of micro skills teaching. I designed the original ‘practicum’ for social work students which is now a core module on all social work programs. I have constructed a course on Probation and Offending that is built on a sound conceptual and theoretical base and that strives through innovative approaches to teaching and learning, to address some of the often competing and conflicting demands in the world of probation practice and juvenile justice e.g. care and control, use of power/authority, conflict mediation/resolution. The module includes a visit to the prison and a follow up reflective journal exercise. Students also complete an observation exercise in the courtroom. This course is taught to professional social work students and to students on the MA in Criminology.
Assessing students learning over time is also a very important part of professional education. The challenge exists for professional social work education in determining that students know and understand the course material and that they are able to transfer the learning beyond the classroom and to implement it in situations of practice. As an assessor my role is to inform students of learning outcomes needed for modules and to assist them to achieve the learning outcomes through appropriate learning activities and assessment methods in the classroom and on fieldwork placement. Formative assessment methods are used on all modules. Formative assessment methods include essays, projects, case study inquiry, reflective journal entries and placement portfolios, they are used to assess the content and depth of students academic knowledge and also to assess the students capacity to transfer knowledge beyond the classroom into practice. In association with colleagues and assisted by Professor Nona Lyons the MSW team have worked together to develop appropriate learning outcomes for each taught module. We have designed appropriate assessment methods that are congruent with identified learning outcomes. Currently, we apply a simple assessment rubric to our portfolio assignments and critical incident analysis that involves assessing work against the following criteria, description, enactment, analysis, reflection, evaluation and revision. we have also designed an assessment rubric for MSW Dissertations that involves scrutiny of the research design, enactment, analysis and findings. In social work practice various forms and levels of knowledge and understanding are required to work effectively in a variety of practice contexts and to engage in different activities, therefore it is important to include all levels of knowledge acquisition and assessment in the design and delivery of our program.
I have constructed a comprehensive curriculum for a social work program in practice teaching and supervision in the School, MA and Postgraduate Diploma in Advanced Fieldwork Practice and Supervision (Social Work). These programs fit with the CPD requirements of the IASW and they also support practitioners in completing the CPD requirements for CORU. I have also developed a curriculum for the teaching of social work theory, methods and skills on undergraduate and postgraduate social work courses in the School. I have been involved with curriculum design for the teaching of research methods on the Social Work Research Masters (by portfolio). I worked with colleagues in other departments to develop a new interdisciplinary MA in Criminology which commenced in 2010. I have also worked with colleagues to develop a new structured PhD in Social Work that was launched in 2014.
I am committed to promoting more research informed teaching. I am curious to know more about how students come to know and understand both in a classroom and beyond into fieldwork placement. In addition, the transfer of learning beyond the classroom into practice is a particular area of research interest. I have been engaged in researching my teaching over many years, as is evidenced in my publications and conference presentations. I have also been successful on a number of occasions with applications to NAIRTL for research funding to further assist my research activities in the areas of teaching and learning. Linking learning outcomes to teaching and assessment methods is an important research interest as a social work educator. I have been involved with Professor Nona Lyons and other colleagues over a number of years in researching learning outcomes on a variety of professional courses and modules. I was involved in an international research project with Professor Nona Lyons and Dr Helen Friedus on extending inquiry into learning over time, which focused on exploring areas of meta cognition in teaching and learning. I am currently engaged with another interdisciplinary, international reseach project that focuses on studying the transfer of learning beyond the classroom into professional practice. My commitment to linking research with teaching is evidenced in my receipt of the President’s Award for demonstrating excellence in teaching (2008) and for researching innovations in teaching (2002). I received funding from the National Teaching and Learning Forum to extend research into the transfer of learning beyond the classroom into professional practice. I am a supporter and member of Ionad Barra, the Teaching and Learning Centre at UCC, which actively promotes research into teaching and learning. I have contributed to their lunchtime staff development seminars. I am also the leader of the ‘Educating for the Professions Cluster’ (ISS21), an interdisciplinary professional educators group, which is seeking to initiate and promote interdisciplinary teaching, learning and research activities between related professional disciplines. I contribute to the following courses in the School: Social Work Theory, Method and Skills; Reflective Practice; Research Methods; Probation and Juvenile Justice, Supervision models and methods.
