Biography


Career

Prof Cathal O'Connell is a staff member of the School of Applied Social Studies.  Prior to joining UCC he was employed in the housing, finance, and city management departments in the Irish local authority sector for a number of years. He was appointed Head of School in April 2018 for a three year term.  In September 2022 he was appointed Vice Head for Teaching and Learning in the College of Arts Celtic Studies and Social Science, University College Cork.

He has served on a wide range of school, faculty, college and university committees and is a former Assistant Dean for Student Affairs in the Faculty of Arts. He is a member of the Academic Standards Board of  (ACE) Centre for Adult Education UCC agus tá sé ina mbáll de Bord na Gaeilge, Colaiste na h-Ollscoile Chorcaigh.

In December 2020 he was appointed Independent Chair of the Traveller Interagency Services Group (TIG) which oversees the delivery of services to the Traveller Community by statutory and state funded bodies.  His main research and publication interests are in the areas of Irish social policy development, housing policy and housing management and urban regeneration. In September 2022 he joined the Board of Directors of Respond Housing Association.
In January 2024 he was appointed Independent Chair of the Working Group on Funding of Homeless services under Section 10 of the Housing Act 1988.
In May 2024 he was appointed interim Head of College of Arts Celtic Studies and Social Sciences in succession to the late Professor Chris Williams.

Research Activity
He is an active researcher in the areas of social housing, regeneration and social inclusion and has published extensively in these areas. He has been the recipient of multiple competitive national funding awards under PTRLI4, IRCHSS, IRC and numerous public and private tenders. Professor O'Connell is the recipient of numerous IRCHSS and IRC Research awards including seven IRC New Foundations Scheme Awards  to undertake social policy-related research with community partners.

Community Engagement

In keeping with the mission of the School of Applied Social Studies and the university, he is active in Community Engagement. He was the founding Co-Chair (with Dr Angela Veale) of the College of Arts, Celtic Studies and Social Sciences Community Engagement Committee. He is also a member of University College Cork Community Engagement Committee and has organised and participated in many Community Engagement events. He is a member of the Board of Directors of Respond Housing Association which provides over 7,500 social housing units across Ireland and is currently a member of Respond Housing Association Community Research and Advocacy Committee.  He has also been a member of the Board of Management of Cork Educate Together National School, Grattan Street Cork.
In December 2020 he was appointed Independent Chair of the Traveller Interagency Services Group which has been convened to ensure that relevant statutory agencies and state-supported initiatives involved in providing the full range of services to the Traveller Community work to ensure the integrated delivery of such services and continues to serve in that role.

Outreach Activities

 Description

From June 2013 to June 2015 I served as Chairperson of the Working Group on Infrastructure and Services for Older Persons.  This working group was established as part of a joint initiative between Cork County Council, Cork City Council, HSE (South) and a range of other statutory, community, and voluntary bodies concerned with planning for an ageing population.
Based on extensive consultation and research the working group devised policy proposals and strategies which will be integrated and implemented by the member organisations to ensure properly planned, accessible services and infrastructure for Irish society in the years ahead as the proportion of older persons in Irish society grows.  

I was re-appointed as community representative to the Board of management of Cork Educate Together National School, Grattan Street, Cork in September 2016 for a three year term. 

I was appointed to the Board of Directors of Respond Housing Association in the summer of 2016 for a three year term.  Respond Housing is one of the largest social housing providers in Ireland with over 7,000 homes under management across Ireland.  The mission of Respond Housing is to alleviate poverty and work to end homelessness through the provision of secure, affordable social housing.

Community Engagement and Outreach
As Co-Chair, with Dr Angela Veale (School of Applied Psychology), of the College of Arts, Celtic Studies and Social Sciences Community Engagement Committee I have co-ordinated the annual Community Partners Celebration Event held in the Aula Maxima UCC in 2015 and 2016. These events see upwards of 150 community partners invited to UCC to acknowledge and celebrate community engagement in all its diversity.

 Description

I have been External Examiner in Social Policy at Waterford Institute of Technology 2004-2007 and Trinity College Dublin 2013-2016 at undergraduate and PhD levels. I have served on many interview boards for administrative and academic appointments (to Professorial level)  within University College Cork and in other third level institutions, schools and public and private sector bodies.
