Research Profile

Joseph Finnerty

Biography

Joe Finnerty has taught on a number of undergraduate and postgraduate courses in the School of Applied Social Studies since 1999. Reflecting some of his research interests and community engagement, this teaching has covered topics in housing and homelessness, social indicators and poverty measurement, and survey methods.
Joe has also researched in the areas of young carers in Cork and of teenage drug users in Waterford.

In the housing and homelessness area, Joe is one of the coordinators of the Welfare Policy, Homelessness and Social Exclusion working group in the European Network of Housing Researchers
 http://www.enhr.net/welfarepolicy.php

Joe is a member of the Scientific Network on Eviction and Housing Research.

Joe has acted as referee for numerous journals, including:
Housing Studies
Journal of Social Policy
Housing Policy Debate
The European Journal of Homelessness
Gerontology and Geriatric Medicine
Journal of Co-operative Studies
Irish Journal of Applied Social Studies.

Joe  acted  as rapporteur in 2012 for the Economic and Social Research Council (UK), in an End of Award Report for research into Multiple Exclusion Homelessness Across the UK.

In the late 1990s, he was a DJ on the Cork pirate radio station K2, helming a current affairs -cum-music show - trading as Finlop and Dunlay (a twist on the Fergus Finlay and Frank Dunlop show of similar vintage) on Saturday afternoons, with the Cork poet Diarmuid O'Dalaigh (with music supplied by Cork deejay and musicologist John Byrne).

In the early 2000s, Joe was one of the founders (along with Rosie Meade, Fintan Lane, Diarmuid O'Dalaigh, and Donal O' Drisceoil) of the William Thompson Summer School, based in the Firkin Crane Theatre in Shandon, Cork.

For many years, he served on the board of Cork Simon Community, a NGO providing services to, and lobbying for, progressive policy changes re homeless persons. Joe also served as an academic member of the Street Support – Safer Saturdays project advisory group, a project run by Cork Simon.

Joe is currently a member of the Homeless Sub-Group of the Children and Young People's Services Committee Cork  - CYPSCC (formerly the Cork-Kerry Youth out of Home Forum) which serves as an exchange of ideas and for advocacy in relation to services for young out of home persons, and for homeless accompanied children, in the Cork region.

A conference on New Housing Poverties, jointly organised by Joe and Cathal O'Connell, took place in UCC in March 2012, with an international panel including Steve Gaetz (University of Toronto), Michelle Norris (University College Dublin), and Isobel Anderson (University of Stirling). Conference funding was received from  IRCHSS and the Social Inclusion Division of the Department of Social Protection.

Joe was the organiser of a day-long conference on homelessness in Cork, the venue being the Cork Arts Theatre, with more than one hundred attendees, on 23rd March 2015, with  speakers including Lars Benjaminssen, The Danish National Centre for Social Research, Copenhagen; Beth Watts, Heriot-Watt University, Edinburgh; Michelle Norris, School of Applied Social Science, UCD; Niall Horgan, Manager, Cork Threshold; Gerard Spillane, Focus Ireland, Regional Manager, South West and Mid West; Ann Neville, Principal Social Worker, TUSLA; Kerry McCallion-Brennan, Head of Housing Support Services, Cork Simon Community. Conference support was received from Cork City Council, the Cork Simon Community, the School of Applied Social Studies, UCC,  Adult Continuing Education UCC, and the Cork Education and Training Board.

Along with Cathal O'Connell, Joe organised a week long Summer School in June 2012 titled Conceptualising and Measuring Poverty: Methods for the 21st Century, with support from the Institute for Social Science in the 21st Century, the School of Applied Social Studies and the Centre for Cooperative Studies, University College Cork. Speakers included Bill Jordan, Trutz Haase, Pamela Lafferty, Kenneth Burns, Isabelle Maquet, and Sharon Collard. https://povertysummerschool.wordpress.com/

A follow-up Symposium on May 17th 2013, organised by Joe and by Cathal O'Connell, heard contributions from John Veit -Wilson, University of Newcastle; Jim Walsh, Social Inclusion Division, Department of Social Protection;  Peter Herrmann, EURISPES, Rome; Seosaimh McCarthaigh, University College Dublin. The conference was supported by The Irish Research Council, ISS 21, and the College of Arts, Celtic Studies and Social

A recently completed research project was on the impact of COVID-19 on Irish homeless services - specifically in relation to the eight Simon Communities in the Irish Republic. The first report, Systems Accelerant?, with research assistant Margaret Buckley, was published in February 2021. The second report was Finnerty, J., Cullinane, C. and Buckley, M. (2021). The Experiences of Simon Communities’ Service Users During the Pandemic. Dublin: Simon Communities of Ireland. The third and final report was Finnerty, J., Cullinane, M. and Buckley, M. (2021). Sustaining the Accelerant? Dublin: Simon Communities of Ireland. These second and third reports were published in September 2021.

Along with Neil Haran and  Paul Butler, Joe will shortly publish research into older renters in the Irish private rented sector. Entitled Double Deficit, the research was commissioned by two NGOs working in the sector, viz. Threshold and ALONE, and involved interviews with older renters and with relevant organisations in the area.

Research Interests

My current research interests are in the areas of entries into and exits from homelessness, precarity in the private rental sector, housing tenure trajectories, and the role of indicators in anti-poverty policy.
