Rosie R. Meade

Biography

I am a lecturer and Vice-Head for Curriculum and Academic Development in the School of Applied Social Studies, UCC.  Through my research, writing and teaching, I engage with and analyse ‘collective action’, a term that incorporates a wide range of processes, including community development, community arts, protest politics, social movements, and DIY cultures. My work interrogates how communities and social movements seek to negotiate, claim and reconstitute power and resistance in political, social and cultural spheres.    I am interested also in the manifold discourses, tactics and structures through which people express and prefigure their democratic agency.  Additionally, the politics of cultural representation - including how communities and movements are represented in/through the arts and media, and how they seek to represent themselves - has been a central theme in my work.  Other key areas of interest include theories of the state; the politics of and resistances to neoliberalisation; territorial stigmatisation; cultural democracy; and the politics of ressentiment.     

I greatly enjoy collaborative working and over the course of my career I have benefited in innumerable ways from research and learning partnerships with colleagues within and beyond the School of Applied Social Studies.  From 2017 to 2021, I served as joint editor of the Community Development Journal (CDJ) with my colleague Órla O'Donovan. Órla and I were previously book review editors at the journal and are members of its editorial board.      

Collaborating with my UCC colleagues Elizabeth Kiely  and Katharina Swirak, I have been exploring the intersections between community development and the carceral state, and the potential for civil society groups and organisations to advance abolitionist alternatives to penalty and punishment.  Together we have edited a Special Issue of the Community Development Journal (Volume 59, Issue 4) that includes exciting contributions on related themes from authors based in Albania, Brazil, Canada, India, Ireland, Kosovo, the UK and USA.     I have co-edited three previous special issues of the CDJ; with Órla O’Donovan (2002) Corporatism and the ongoing debate about the relationship between the state and community development (37/1); with Mae Shaw (2007) Community Development and the Arts: Reviving the Democratic Imagination (42/4);and with Niamh McCrea and Mae Shaw (2017) Practising solidarity: challenges for community development and social movements in the 21st Century (52/3).  In 2021, I also edited  themed section of the CDJ on Territorial Stigmatisation in Theory and Practice, and its Implications for Community Development  

With my international colleague Professor Marcelo Lopes de Souza (Department of Geography at the Federal University of Rio de Janeiro, Brazil), I have been exploring ‘necropolitics’ as a distinctive form of injustice around which solidarity can be built across territorial borders.  We are currently developing a book project that brings together authors from the Global South and Global North to document and analyse contemporary forms of necropolitics at different scales and in diverse contexts.  

Alongside  my School of Applied Social Studies colleagues Órla O'Donovan and Fiona Dukelow and Heather Laird of UCC's Department of English,  I am  an editor of the Síreacht: Longings for Another Ireland Series  that is published by Cork University Press.  The series publishes short, topical and provocative texts on controversial issues in contemporary Ireland.     

Mae Shaw of Edinburgh University and Sarah Banks of Durham University and I have been working together to develop, edit and steer the Rethinking Community Development Series that is published by Policy Press. To date nine books have been published as part of the series, involving writers from across the globe.     

My interest in cultural democracy and DIY cultures is reflected in my commitment to independent/alternative media.  In 2022, Niamh McCrea (South East Technological University) and I created the Múscailt podcast with the generous support and encouragement of Tony Groves of Tortoise Shack.  Niamh and I are co-hosts of the podcast, which involves interviews with scholars and writers who are raising important questions about Irish society through their research. Committed to critique and hope in equal measure, the show features discussions on a range of contemporary issues relating to ecology, criminal justice, politics, class, sexuality, culture, identity, social policy and more.    

I am currently a member of the BSocSc and DSocSc Programme Teams in the School of Applied Social Studies, and I teach and/supervise students on the DSocSc, BSocSc, BSocSc (Youth and Community Work), MSocSc Social Policy and Social Justice (Online), Higher Diploma in Social Policy Online and Masters in Voluntary and Community Sector Management  programmes.            

Research Interests

My teaching, research and activist interests include (but are not limited to) the following:
  • the politics of community activism and community development;
  • state theory, governmentalities and counter-conduct;
  • community development, abolitionism and the carceral state.
  • global expressions of necropolitics and necropower, and the development of geo-eco-necropolitical analysis
  • media representations of social movements, collective action and protest;
  • solidarity, democracy and the tactics of protest;
  • cultural practices, cultural democracy and cultures of resistance;
  • the theory and praxis of community arts;
  • territorial stigmatisation and its implications for collective/community action;
  • the politics of ressentiment and anti-welfare populism;
  • neoliberal governmentalities and the professionalisation of civil society and community activism;
  • the politics of the Left;
  • alternative media practices;

Teaching Interests


  I am a member of both the BSocSc and DSocSc programme teams in the School of Applied Social Studies, and between 2017 and 2020 I was BSocSc2 year co-ordinator.  The SS3009 module, Communities, Activism, and Development, that I teach is open to students on the second and third year of the BSoSc programme, on the Higher Diploma in Social Policy and to students on the second year of the BSc Government and Political Science.  I teach core modules on the first and second years of the BSocSc Youth and Community Work (Modules SS1102 and SS2104) and I contribute to the SS6313 module on the MSocSc.  I tutor and supervise doctoral students and contribute to the programme curriculum of the DSocSc via the SS7001, SS7002, SS7003, SS7004, SS7005, SS7006, SS7007 and SS7008 modules.
