Educated in Ireland and the UK, Mervyn gained a BA (NUI UCC) in 1990, MA (NUI UCC) in 1992 and Ph.D. (Cambridge) in 1996. He retains a wide selection of interests in modern Irish, European and international history. As a lecturer at the School of Languages and European and International Studies at the University of Wolverhampton (1996-1996), he taught modern European history and European Union politics. In light of his interests in International Relations and nuclear diplomacy, he also contributed to the War Studies programme and developed an International Studies BA programme.

At UCC since 1999, Mervyn has developed, taught and led a wide range of modules on modern and contemporary Ireland, European history/politics, the European Union, and International Relations. These reflect his interests in Irish foreign policy, international history, International Relations theory, nuclear diplomacy, postwar Britain, military strategy and European integration. He has held numerous programme leadership roles including, for instance, director of the BA Politics programme from 2006 to 2009, longstanding director of the MA in International Relations (History), director of the European Studies programme (2009-11), and director of the MA in Politics (2011-12). Recently, he led the School of History's development of an innovative and broad-based History MA-centred around the importance of Public History and Memory. He also delivers modules on the MA in Strategic Studies.

Mervyn possesses an active record of service on several School, College and University committees (see below). He is keenly interested in graduate education and chairs the School of History's Graduate Studies Committee. He is a member of the CACSSS’ Graduate Studies Committee as well as the Academic Council Graduates Studies Committee (2006-10; 2015-).  He was strongly interested in the development of Politics at BA level at UCC.

Mervyn has published extensively on many aspects of the history of modern Ireland (its formation, foreign relations, land policy, attitude to foreigners, neutrality, industrial development, modernisation, national identity), often doing so through the lens of Irish-German relations and Irish-European relations. His other research interests include 20th century Europe, European integration, nuclear history, the Cold War, the Anglo-American 'Special Relationship' and Anglo-French relations. He has delivered papers at many conferences,  including several invited and keynote addresses, throughout Ireland, the UK, Europe, China and the US. 

Mervyn's publications on Irish-German relations, Irish neutrality, nuclear history, and Irish-European links are critically acclaimed and well-cited.  For instance, in 2014 he organised a major Irish conference on disarmament and non-proliferation attracting an international field of contributors. This resulted in a special issue of Irish Studies in International Affairs. The second edition of Ireland, Germany, and the Nazis: Politics and Diplomacy will be published in early summer 2017. His new book Ireland, West Germany and the New Europe, 1949-73: Politics, Economy, and the EEC, will be published by Manchester Universty Press later in 2017. Mervyn is also finishing a lengthy co-authored work on Ireland's path to the EEC for Irish Academic Press. This will be completed in 2018. 

Mervyn actively engages with several professional and academic associations. He is currently chair of the Royal Irish Academy’s International Affairs Standing Committee and a member of the Advisory Committee on the Dictionary of Irish Biography (published by Cambridge University Press). He has associations with many journals including memberships of several editorial and advisory boards (see journal activities).

In the past decade and a half, as a sole investigator or as a member of various consortia, he has established a track record of gaining research funding from a variety of sources (external to UCC) including the Irish Research Council, the European Parliament, the Department of Foreign Affairs and Trade, National University of Ireland, PRTLI, HEA North-South Research Programme etc.  He has supervised four IRC Government of Ireland Ph.D. Scholars and mentored one IRC Government of Ireland Postdoctoral Fellow. In sum, Mervyn has supervised 10 Ph.D.s to completion and over 90 MAs.

Modern Irish political history, especially Irish diplomacy and foreign policy. A focus on European relations, neutrality, small state diplomacy and European integration.

Nuclear history and politics and strategy (national programmes of America, Britain, and France; Ireland and the Non-Proliferation Treaty; Euratom - European Atomic Energy Community)

28 March 2014: Disarmament and Non-Proliferation symposium at RoyaI Irish Academy (co-organiser). Outreach was one of the core goals of the symposium. Dublin city second-level students, undergraduates and postgraduates from UCC, Trinity College, DCU and UCD, attended the symposium. The event also saw high-level attendance by the diplomatic corps, including at ambassadorial level, from a number of missions. Irish civil society groups, such as the Irish Red Cross, Pax Christi, Irish CND and the Peace and Neutrality Alliance were also in attendance.

The Irish Times attended the morning session and conducted an interview with Ms. Thurlow, which was published on 31 March. Furthermore, an opinion piece promoting the symposium was published on TheJournal.ie giving the event wide public exposure with over 20,000 unique views. International NGOs also picked up the event on social media networks.

Director and triple-IFTA-winning Film Editor, and chaired Question and Answer session following a screening of Here was Cuba, a documentary based on interviews with key witnesses and experts of  the Cuban Missile Crisis including Ted Sorensen and Sergei Khruschev.  It was part of a

 film festival that Suas Educational Development organised in UCC. 8x8 Documentary Film Festival was a component of its Global Campus programme which aimed to engage university students in learning about and getting involved in global issues.

Sept. 2010: interviewed by World Media Rights for an episoide in the series Nazi Collaborators re: IRA collaboration with Nazi Germany. Episode subsequently shown on Yesterday (formerly UKTV History) and History channel on several occasions.

18 May 2010: In cooperation with Alliance Francaise de Cork, co-organised the 'European Symposium 2010' to commemorate 'the 60th Anniversary of the Schuman Declaration', which was supported by the Herman Van Rompuy, President of the European Council. It was open to the university community as well as the wider community. Participants included the Lord Mayor of Cork, Minister of State for European Affairs (Dick Roche), Tony Brown (Institute for International and European Affairs, Dublin), Centre Européen Robert Schuman, Atelier Europe etc. in addition to students and academics (from UCC, University of Limerick, Univeristy of Paris VIII) etc. It was held on Tuesday, 18 May 2010 at UCC.

19 July 2009: Delivered invited keynote lecture to the Inchigeela-based 'Daniel Corkery Summer School'; 'De Valera's Ireland in the 1930s: A Foreign Policy Perspective'.
