Ãine Ryall

Biography

Professor Áine Ryall is a graduate of UCC (BCL, LLB) and of the London School of Economics (LLM).  She holds a PhD in European Union environmental law from the European University Institute, Florence. She is also a barrister (King’s Inns) and was called to the Bar in 1995.

Prior to UCC, she worked as Legal Officer with the national housing organisation Threshold at its Dublin office.

In 2014/15, Áine was a Senior Emile Noël Fellow at the Jean Monnet Centre, New York University School of Law. Her research project examined the challenges of enforcing EU environmental law and policy before the national courts (Access to Justice in Environmental Matters in the Member States of the EU: The Impact of the Aarhus Convention JMWP 5/16).

In 2018/19, Áine was a Fernand Braudel Senior Research Fellow at the European University Institute (EUI), Florence. Her research project at EUI focused on the intersection between EU law, human rights law and climate change.

Áine Ryall is Chair of the UN ECE Aarhus Convention Compliance Committee (elected 2021). She was appointed to the Committee in 2015 and elected Vice-Chair in 2017.  The Aarhus Convention is a multilateral environmental treaty which links environmental rights and human rights.  The Compliance Committee, which sits at the Palais de Nations (the United Nations Office in Geneva) oversees how 47 State Parties implement their obligations under the Convention as a matter of international law.

Áine was Vice-Chair of the An Bord Pleanála Review Group which reported to the Minister for Environment, Community and Local Government in February 2016. 

Prior to that appointment, she served as a member of the Environmental Protection Agency Review Group which reported to the Minister for Environment, Heritage and Local Government in May 2011.  In February 2013, Áine was appointed directly by the Minister to the statutory Advisory Committee to the Environmental Protection Agency for a three-year term.  In December 2016, she was reappointed to the Advisory Committee for a second term (2016-2019) by the Minister for Communications, Climate Action and the Environment. 

Áine was a member of the Expert Advisory Group to the Citizens’ Assembly in relation to its work on climate change (2017-2018).  

She served two terms as a member of the Royal Irish Academy Climate Change and Environmental Sciences Committee (2014-2018 & 2018-2022).

She is a member of the Expert Academic Panel at Francis Taylor Building, Inner Temple, London, a member of the Avosetta Expert Group on EU Environmental Law and a Vice-President of the Irish Centre for European Law.


In December 2020 Áine was appointed to the Audit and Risk Committee of the Environmental Protection Agency.

Recent Awards: In November 2019 Áine was honoured with the Cork Environmental Forum Public Sector Award in recognition of her outstanding public service, her influence of future generations through her teaching and her outreach work which enables learning and networking across a wide and diverse community.  In 2020, she received the UCC College of Business and Law Advanced Researcher of the Year Award.

Research Interests

Áine Ryall’s research interests lie at the intersection of international, EU and national environmental law and governance.  She has a particular expertise in access to justice in environmental matters and environmental law enforcement.  Current research projects include: the legal response to the climate challenge (with particular reference to Ireland), including the impact of climate litigation; identifying and developing standards within environmental human rights; and the impact of the Aarhus Convention on access to justice in environmental matters in the EU Member States.

Teaching Activities

Teaching Interests

Áine Ryall's teaching interests mirror her research specialisations and include environmental law and European Union law. 
At undergraduate level, Áine is module co-ordinator for Tort Law II (LW1107) and Environmental Law: Contemporary Issues in Governance, Regulation and Enforcement (LW3372).  Áine contributes six x 2 hour classes to the module on Constitutional and Institutional Law of the EU (LW1112) where she focuses on enforcement of EU law; effective judicial protection and judicial review. 
At postgraduate level, Áine is module co-ordinator for Environmental Law in Practice (LW6580), which includes seminar contributions by leading experts and members of the judiciary, and the Law of the Sea (Clinical) module (LW6625) which is delivered in association with the Naval Service.  
Áine is currently the Principal Investigator in a research project funded by the Higher Education Authority / National Forum for the Enhancement of Teaching and Learning in Higher Education on Teaching Environmental Law for Policy Innovation and Impact (2019-2021).
Áine served as Chair of UCC Academic Council Teaching and Learning Committee from 2015-2018.  
In 2007, she was awarded both the UCC President's Award for Excellence in Teaching and the Award for Research into Innovative Forms of Teaching and Learning.
