Jan 2006 – March 2012:  CEO Tyndall National Institute, Cork, Ireland

Full executive responsibility for all aspects of the work of Ireland's largest national research institute.  Tyndall covers the field of Information and Communications Technology hardware with a “from atoms to systems” philosophy.  As Tyndall’s first CEO, he has been responsible for developing and implementing the first 5 year strategic plan for the Institute, which was approved by Science Foundation Ireland in Dec 2006 after review by international referees.  This plan was developed with the full participation of all stakeholders and progress against it has been reviewed twice, also by international panels.  The approval of the strategic plan released Irish government funding of ca €48M for the refurbishment of an extensive part of the Tyndall site, and the erection of a new 5,000m2 laboratory building which incorporates nanoscience & nanotechnology labs, clean rooms for device processing (a “FlexiFab”), a packaging facility and photonic/electronic device & system test areas.  As CEO he has been responsible for overseeing the successful completion of this on-time (building opened Nov 2009) and to-budget.  He has also been responsible for overseeing the growth of the Institute from ca 300 people in Jan ‘06 to over 460 in Dec ‘11, including an 86% growth in the number of graduate (mainly PhD) students working in the Institute, to 140.  Tyndall’s research output in the form of journal publications has more than doubled under his stewardship, from 110 to >220 (WoS figures).  He instigated a quality metric for publications – the percentage of papers published in the top quintile for their subject.  This has increased from ca 37% in 2006 to ca 50% in 2011.  Citations of Tyndall papers have increased from ca 1000 in 2005 to >3000 in 2011.  Under his management, the Institute’s research budget has grown from €22.9M in 2005 to €33.1M in 2011, 85% of which is won competitively from national and international sources.   Tyndall secured ca€2.2M in cash income from industry in 2011, with >€3M in-kind.  The same period has seen an additional ca €60M in capital investment, including the construction of the new state-of-the-art laboratory building noted above.  He has organised the management structure of the institute and instigated its first system of performance management through the monitoring of KPIs and technical “Accomplishments”.  Tyndall has made a major contribution to the technology transfer activities in the university.  There were zero licences from Tyndall in 2006.  This has increased to 9 licenses in 2011.  A total of 21 licenses were negotiated in the period 2007-2011, with significant cash income from this source (>€220K).  There were 3 new Irish start-ups based on Tyndall’s technology in 2011.  In March 2009, Science Foundation Ireland ran an exhaustive 2 day review of Tyndall’s progress against its strategic plan.  This was conducted by an eminent panel of international experts.  The report included comments on Tyndall (TNI’s) research activities and capabilities such as: “TNI is an indispensable national resource”, “Based on the high quality of the projects … we conclude that the research … at TNI is first-rate”.  He has been driving the Institute towards an emphasis on systems applications of its technology, especially in the end-uses of Communications, Energy, Healthcare and Sustainable Development.  One of the consequences of this strategy has been an announcement from the Irish Government of a €20M investment in sustainable energy systems research (the International Energy Research Centre) at Tyndall.  As a consequence, United Technologies has based their new European research centre in Cork, incubated in Tyndall.  This is pursuing energy conservation in buildings and building security and has grown from zero to 23 people in 15 months.  He has developed a renewed 5 year strategic plan for the Institute.  Tyndall’s public profile has grown massively over the last 5 years, which has also greatly enhanced UCC’s public profile.  In 2011, there were >440 separate media mentions of Tyndall/UCC.  He has also personally led, or played a major role in, research proposals which have brought-in ca €25M of research funding to Tyndall/UCC.  From the aspect of personal research, he is a Co-investigator of the SFI Strategic Research Cluster: Functional Oxides and Related Materials for Electronics (FORME), under which he is supervising research into novel multiferroic materials. 

2001-Dec 2005: Head of Advanced Materials Department, Cranfield University

With responsibility for the academics covering a wide spectrum of research and teaching activities in the field of advanced materials, including nanotechnology and microsystems, composites, automotive materials, high temperature coatings and structural and functional ceramics.  The department runs 3 MSc courses (Advanced Materials, Microsystems and Nanotechnology and Motorsport Engineering).  He was responsible for putting together, launching and managing the MSc course in Microsystems and Nanotechnology, which is still running successfully.  The responsibility included P&L for the Department.  Under his management, the Department made a healthy trading surplus for three years running on a turnover of ca £5M, after having made a trading deficit in previous years.

1994- Dec 2005: Professor of Engineering Nanotechnology, Cranfield University

Built-up a research centre specialising in microsystems and nanotechnology, with particular emphasis on the use of ferroelectric materials in these areas.  In Dec 2005, the centre employed 17 staff (3 professors, 6 other academic staff,  and 8 post-doctoral researchers) plus 24 research and 10 MSc students, turning over ca 1Mpa.  He has attracted over £9M in research funding, including over £3M in capital investment from a wide variety of industrial and government sources.  The Chair was sponsored for the first 5 years by the Royal Academy of Engineering.  It is a source of considerable pride that the group he assembled from scratch there is still running successfully, >6 years after he left.

1996 – Dec 2005:  Non-Executive Director, Infrared Integrated Systems Ltd, Towcester

Was a founder member of this company, in association with members of Phoenix VLSI (also Towcester).  He served as a non-executive member of the Board for 10 years from 1996 to Dec 2005.  The company was set-up to develop and exploit low-cost pyroelectric infra-red detector array technology in the commercial marketplace.  The company now manufactures and sells two main product lines: low cost thermal imagers and people counting / queue length monitoring systems, including systems mounted throughout the Tesco and Morrison’s supermarket chains in the UK and abroad.  In 2011 it turned over ca £30M sales and employed >100 people.  He still consults for the company, which is now a wholly-owned subsidiary of the Danaher Corporation.

1993-1994:  Technical Director, GEC Marconi Materials Technology Ltd

With technical responsibility for all the activities based on three sites, including the large electronic materials and devices research centre at Caswell (Northants) and two businesses (UK and USA) manufacturing radar absorbing and stealthy materials.  The breadth of technical activities at Caswell was very wide and included advanced non-semiconductor materials (ferroelectrics, diamond, electronic packaging), optoelectronic and microwave (MMIC) materials and devices.

1989-1993:  Divisional Manager - Sensors Division, GEC Marconi Materials Technology (Caswell) Ltd

With responsibility for the P&L and contract research activities in a division of ca 80 research scientists, engineers and technologists working on sensors, synthetic diamond growth, analytical services (TEM, Auger etc) and electronic packaging materials with a turnover of about £5M pa.  Under his management, the Division was the most-profitable one in the business. Within this Division he took personal responsibility for running the technical activities in uncooled IR sensing and imaging.  He was responsible for leading the department into the early development of ferroelectric thin films on silicon for sensors, non-volatile memories and RF capacitor applications.

1986-1989: Research Executive, Sensors Division, Plessey Research (Caswell) Ltd

With responsibility for running an activity of ca 30 people working on the applications of ferroelectrics and related materials, including ceramics, thin films, single crystals, polymers and ceramic/polymer composites.  These have been exploited in electronic devices ranging from pyroelectric thermal imaging arrays, through piezoelectric sensors, transducers and SAW devices, to optical modulators, non-volatile memories, capacitors and microwave resonators.  This work was funded by DERA, Plessey and the EU.  Many of the proposals were written personally by him.
