Biography

Dr. Gertrude Cotter is a Lecturer in the field of Global Citizenship and Development Education, at the School of Education, UCC.  She is also the academic coordinator of the Praxis Project, UCC’s flagship project aiming to promote and integrate Development and Global Citizenship Education across the university. 

Personal Statement:

"I am an academic in the field of Critical Global Citizenship and Development Education (GCDE),  with a proven lifelong commitment to transformative cross-disciplinary education, social justice, human rights advocacy and sustainable futures. Significant academic experience, teaching at third level, publishing, and completing ten post graduate degrees. Exceptional grant application success rate.  Powerful leadership and senior management experience having built and led, as CEO, a highly impactful human rights organisation, sat on national civic society boards, established a successful social enterprise and led effective research teams, while always linking academic pursuit with effective civic engagement.  Committed to cross-disciplinary, creative, collaborative and participatory approaches to pedagogy, active citizenship and research, as illustrated in my current leadership of the ‘Praxis’ project which engages UCC staff and students in integrating GCDE in research, pedagogy, policy and practice".

Some Previous Positions

  • CEO of the Irish Immigrant Support Centre for almost a decade in the 1990s - 00s, and played a seminal role in its development.

  • Director of the Social Enterprise 'Global Citizen Contact Point'.
  • Broadcast the 'Global Hub' radio show on local and global social justice issues (over seven years). Ran a training course on radio and GCDE for local community, with resulting programmes winning a national radio award.   • Developed a FETAC 3 award for CRAOL National Network of Community Radio, entitled 'Communicating Human Rights in Community Radio';
  • Developed an online training programme on sustainable development and produced three radio programmes on examples of such projects in Ireland;
  • Produced a series of digital stories and digital archive on the journey out of institutional care (Cheshire Homes) into the community for people with intellectual, physical and neurological disabilities. See: http://movingonireland.gertrudecotter.info;
  • Developed training manual with older family carers, ran leadership programme and facilitated Carers Association to prepare for general elections. Produced video stories with six family carers. See: www.behind.thecurtain.info
  • Provided online community leadership training and intercultural communications to community leaders in Lesotho and ran a collaborative project between Action Lesotho and University College Cork;
  • Ran two twinning projects. 1.Universities of Cork & Cologne student exchange and 2. Family carers in Cork and Swansea.
  • External evaluator of the work of Self Help Africa's GCE programme

  • Coordinator of DICE, the Irish-Aid funded Development and Intercultural Education Project working with staff across teacher training colleges for the primary school sector.
  • Co-academic coordinator of the ‘Id Est’ Project at the School of Education, UCC.  This project  introduces student teachers to Development Education. 
  • Lecturer in International Relations and Latin American History at the School of History and also coordinator of UCC’s Diploma in Development Studies. 
  • Lecturer in Community Development, Social Care Management and Reflective Practice at the Munster Technological University.   
  • Managed community development projects and family resource centres in Ireland.   
  • In earlier years I worked as a development worker in Bolivia and Thailand. I also lived and worked in France, Italy and the UK in diverse capacities.

Alongside Development Education, I have a particular interest in Refugee, Asylum-Seeker and Migrant support and advocacy; inclusive education; Community-Linked Learning and Multimedia Learning. 





Research Interests

Current Research 1:
Global Citizenship and Development Education (GCDE)

Current focus:
Higher Education GCDE pedagogy, research and practice;
Interdisciplinary approaches to GCDE;
Partnership approaches to GCDE and community-linked learning.

As academic lead of the Praxis Project, I am carrying out a three year study on how we can integrate the theory and practice of GCDE into the work of UCC across all disciplines and across the work of the university as a whole.  This significant study is now in its second academic year.  Research findings from year 1 can be found here:

Research Question:
The overall aim of this research study is to understand, through critical engagement with UCC staff (Years 1 and 2), students (Year 2), policy makers (Year 3) how best to integrate the theory and practice of GCDE into the work of UCC across all disciplines and across the work of the university.  The central question is:  how can we integrate the theory and practice of GCDE into the work of UCC across all disciplines and across the work of the university as a whole and what are we learning as we do so?

  •  Higher Education Equality Unit, UCC 2002-2003; Worked as a researcher and published “Creating an Intercultural Campus”, (with M. Fitzgibbon), Higher Education Equality Unit, Cork, 2002;
  • Irish Centre for Migration Studies, UCC 2001 Commissioned to carry out research for West Limerick Partnership. This Needs Analysis of Migrant Workers in West Limerick interviewing 80  people and using SPSS software.
  • As CEO of  Nasc, the Irish Immigrant Support Centre 2001-2009 I led several research   projects, the most significant of which were:
  • “In Our Own Words” Nasc training guide based on the experiences of people who are Immigrants, Refugees and Asylum-Seekers living in Ireland. (Ed), Nasc, Cork. First edition 2006. Second Ed 2008 (Project linked UCC Migration Studies Students and Migrants);
  • “North Meets South” Development Education Sessions for Older Teenagers (Ed), Nasc, Cork, 2008;
  • “Hidden Cork” Perspectives of Asylum Seekers on Direct Provision and the Asylum Legal System, (Ed) Nasc, 2008 (Led this project which involved interviews and semi-structured   interviews with Asylum-Seekers in Cork);
  • “Employment, Enterprise and Education: A Guide for Migrants in Cork”, (Ed) Nasc, Cork 2008;
  • “Integrating the Future: Nasc’s Strategy on Access to Employment, Education and Enterprise  for Migrants in Cork”, (Ed)  Nasc, Cork, 2008 (Led this project which involved consultation with  migrants, education/ enterprise/employment bodies and academics.);
  • “Where are We Now”. Led consultation process with asylum seekers and produced this film for Cork European Year of Culture 2005 with Frameworks Films.

More recent academic funding grants are outlined in the Research Grants section below.  Prior to my recent academic career (I started my PhD in 2014), I was engaged with a number of NGOs and I had a particularly strong record in attracting grants.  I consider it one of my strongest skills.  All of the grants mentioned in this section and the Research Grants section, were applications I completed myself, although sometimes under an NGO, under my consultancy work or under a named Principal Investigator in academic settings.

Various initiatives as a group of staff. Raising awareness about global famine especially in Horn of Africa. Fundraising initiative.

Co-founder of Bus Stop Chat, Dialogue Group for UCC Staff

Co-founder of this sub group of Cómhlamh offering anti-racism training to wider community, statutory agencies and schools.

Active member for 30 years. Involved in numerous policy advocacy, educational and campaigning activities on global development issues.

• Developed first strategic plan and ran course in Training for Transformation with Women’s Group.

Coordinator of Volunteers Cork, Migration Programme.

Network of organisations supporting Asylum-Seekers, Refugees and Immigrants.

Volunteered at residential centre for six elderly men.

Established UCC's 'Praxis Week'.   The first week was the week of 4th to 8th of April 2022.  The theme of the week was ‘Creating a Community of Praxis at UCC’.

Established Praxis 'Summer School'
The first Praxis Summer School took place on 8th to 12th of August 2022.

Member of major research project being led by the Centre for Religion, Human Values, and International Relations, DCU.  Part of the global group in discussion on Food Security and Famine.  My role is to contribute to the research from a GCE perspective.  The research project is entitled: ‘Multilateralism and Methodology’. It examines the ways in which our current structures for international cooperation may not be fit-for-purpose when it comes to some of the major global challenges that are of concern to churches, including climate justice and global peace-building efforts. The project is analysing the ways in which religious leaders can support political efforts to address these challenges through effective multilateral engagement.
