Maria Roura

Biography

Maria Roura is Senior Lecturer in Public Health at the UCC School of Public Health and acting Director of the BSc in Public Health Sciences. She has +20 years of experience conducting research in diverse socio-cultural settings including Asia, Sub-Saharan Africa, the Balkans, Russia, Latin America, and Europe. Based overseas for ~10 years, she returned to Europe in 2011 where she has continued to conduct research in the field of Global Health, including Migrant Health, HIV/AIDS, the Social Determinants of Health, Neglected Tropical Diseases, and Ethnic minority health. Since 2002, she has led numerous stakeholder engagement processes to inform policy development and implementation using participatory approaches and techniques.  She has contributed to policy documents, including strategic planning reports, policy briefs, and qualitative evaluations for the World Health Organisation (WHO), the European Commission (EC), the International Labour Organization (ILO), the International Organisation for Migration, the European Bank for Reconstruction and Development, The European Centre for Disease Control, the UK Department of International Development, the United Nations Development Program, UNWOMEN,  the Irish Health Service Executive (HSE), and the Global Fund for AIDS, TB and Malaria. She has recently led a qualitative assessment of the EC funded program "Health System Strengthening for Universal Health Coverage Programme_ Phase IV" implemented by WHO in 115 countries (Team Leader). She has also recently assessed the inter-agency UN programme "Realizing women migrant workers’ rights and opportunities in the ASEAN region"  implemented by ILO and UN Women in Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Viet Nam, Brunei Darussalam, Malaysia, Singapore, and Thailand. She is currently  guest editor of the IJERPH Special Issue “Social and Structural Determinants of Health in Migrants and Ethnic Minorities—Conceptual, Methodological, and Empirical Advancement in the Times of COVID-19”.  She has also led the development of a position paper on migrant health for the International Collaboration for Participatory Health Research (ICPHR).   Employed as Lecturer at the London School of Hygiene and Tropical Medicine (LSHTM), between 2006 and 2011 she set up and coordinated a qualitative research unit against the backdrop of the second oldest HIV cohort study in Sub-Saharan Africa. Previously she served as technical adviser to the United Nations in Albania where she facilitated a consultative process to engage different stakeholders in the development of the first HIV/AIDS National Strategy in this country. This included different UN agencies (WHO, UNICEF, UNFPA), the Albanian Institute of Public Health, and ethnic minorities including Roma. In 2011, she was awarded a competitive fellowship by the Spanish Ministry of Science and subsequently spent 6 years leading trans-disciplinary research studies at the University of Barcelona (Barcelona Institute of Global Health), with co-financing from the European Commission FP7 and Erasmus Mundus programs. More recently she has conducted research aimed at informing migrant health policy in collaboration with organisations providing services to migrants, and a multidisciplinary team of researchers at the University of Limerick. She has co-developed participatory data collection tools and led the facilitation of numerous participatory activities with migrants from different backgrounds as well as an intersectoral working group to inform the implementation of trained interpreters in the Irish Healthcare system.
