Jonathan Hall

Biography

Jonathan Hall has over 40 years’ experience in Town and Country Planning and Local Regeneration.

He has a BA Honours degree in Town and Country Planning from Manchester University and a Master of Science degree from Salford University. he is a Member of the Royal Town Planning Institute (RTPI) and is a member of its Education and Lifelong Learning Committee and the Executive of the RTPI Ireland.

He has extensive experience of effective engagement working with local communities, local and national politicians and the media. Five years working for an environmental charity at the start of his career gave him a unique understanding of the priorities and politics of local stewardship and interpretation of both the natural and built environment.

For a large part of his career he worked on environmental and economic regeneration and has led and successfully delivered complex programmes of land reclamation, urban renaissance and commercial and housing development. He has established and supported long term environmental and development partnerships. Much of this was delivered by external funding from a range of national and EU sources. He developed and managed a network of managed workspace and local training centres providing opportunities for deprived and marginalised communities via business start-ups, training and job creation.

He has practiced planning in the United Kingdom, mainly in the public sector and achieved senior managerial positions. He ran the development control service in a busy Metropolitan Planning Authority for four years and led the preparation of Local Development Plans from conception through formal public examination to adoption. He has during his career also specialised in conservation and design and minerals planning.

Since leaving the public sector he worked on developing and promoting major regeneration projects and strategies in Bradford and Leeds City centres for the Bradford Urban Regeneration Company, Bradford Council and the Regional Development Agency. He has also worked on industrial investment strategies in the North East and housing renewal in Hull.

In the last five years he has lectured in Town and Country Planning at University College Cork and is a member of the Centre for Planning Education and Research at UCC. He is particularly interested in the hierarchical relationships of spatial plans, their boundaries and their contribution to the delivery and development of policy.

Research Interests

1. Planning delivery - what are the outcomes of planning, intentional and otherwise and what are the core "planning" interventions that are most effective.
2. The relationship between statutory "Planning" and other related public service provision; particularly in relation to economic development, transportation, regeneration and health.
3. The value of using special organisational structures to deliver effective regeneration and development within a complex organisational environment
