Biography
Bernard is a qualified planner and is a core member of the teaching team in the Department of Planning and its flagship Masters in Planning and Sustainable Development (M.Plan). Having Graduated with a Degree in computer Science in 2006 and following an early career in the IT sector, Bernard went back to education to study Planning and Sustainable Development in University College Cork in 2012.
Through his professional experience, Bernard has acquired extensive knowledge of architecture, engineering, ecology and various other disciplines while gaining an appreciation of the complex interactions between all of these specialisms in the development process. He has also been involved with industries as diverse as movie production and anaerobic digestion to oil refining and quarrying.
Bernard's recent experience of lecturing in the M.Plan in UCC has been immensely rewarding as it has provided him with the opportunity to share the experience and knowledge accumulated over the past number of years with the planning students.
Prior to joining the Department of Planning, Bernard was embedded in private practice for most of the 12 years since graduating from the M.Plan and has provided planning consultancy on a number of major projects of a strategic nature.
The most recent project of note that he worked on in private practice was the Uisce Eireann Water Supply Project for the Eastern and Midlands region (the Shannon Pipeline project). In June 2026 Bernard presented research on the topic of the “Planning System and delivery of critical infrastructure through the lens of the Shannon Water Supply Project” at the AESOP World Planning Conference in Helsinki.
