Biography
John holds a BA and MA from UCC and a PhD from University of York (supervised by Huw Dixon). His PhD dissertation was on the measurement of the fiscal deficit. His work with David Duffy on the potential perverse impact of fiscal policy was used by Nobel Laureate Paul Krugman in his New York Times blog during the austerity debate. Their research on the issue is published in the Cambridge Journal of Economics and Public Finance and Public Choice. The Minister for Sport labelled the guiding principle for the allocation of Irish sports capital grants as the "Considine Rule" based on research that illustrated the influence of politics on the allocations. He has researched economics education and published in the Journal of Economic Education and the International Review of Economic Education. He has worked with Brendan Kennelly (NUIG) and Darragh Flannery (UL) to examine the effectiveness of online assessments in economics. The results of this work were referenced in a 2015 Journal of Economic Literature article "Research of Teaching Economics to Undergraduates". His work on using visual content in teaching was cited with approval in 2019 review of 50 years of the Journal of Economics Education ("... cleverly conects a long-running cartoon series, The Simpsons, with the classic writings of Jonathan Swift and George Orwell to teach public choice.") He has three decades of teaching experience and he was awarded the President's Prize for Excellence in Teaching.
