Abstract

Presidential transitions are rarely clean breaks, but the return of Donald Trump to the White House in 2025 rendered the Biden years uniquely vulnerable to reversal. This book examines the Biden presidency and its contested legacy through the analytical lens of rollback, in this context involving the systematic effort by an incoming administration to dismantle, reframe, and repudiate the policy record of its predecessor.
