Abstract

This paper was written in 1991, shortly after the then Minister for Education, Mary O'Rourke, announced that she was "actively considering an Act of the Oireachtas to legislatively enshrine the main principles and objectives of the educational system". The paper pointed out that the only previous comprehensive legislation drafted for Irish education was the Education (Ireland) Bill of 1919. This bill was denounced by the Catholic hierarchy and was never enacted. The paper speculates on what might be included in the Education Bill that was being considered by Minister O'Rourke for publication in 1992.
