Regulation’s Role Shaping Prefabrication for Energy Retrofit

    Abstract

    Deep renovation is central to achieving EU energy-efficiency and climate objectives, yet deep renovation rates remain low. Prefabrication, especially multifunctional façade systems, can increase speed, quality and predictability, reduce disruption, and support circular strategies, but adoption in renovation is constrained by building heterogeneity and non-uniform compliance pathways. This paper examines how regulation shapes prefabricated energy retrofit, drawing on the Horizon Europe DigiFab project (Grant Agreement No. 101192047), which develops a Digital Process Chain for Energy Renovations Using Prefabrication. Reviewing EU, national and regional requirements in the DigiFab demonstration countries shows that regulation can both hinder and enable industrialisation: EU-wide classifications and policy targets provide a shared baseline, while national rules and regional adaptations complicate standardisation. We argue that targeted harmonisation, dedicated technical guidance, supportive funding/procurement, and performance-based compliance routes, supported by end-to-end digital workflows, can unlock scalable, compliant prefabricated renovation.
